Officers were called to a location on the A34 at Meaford, near Stone following reports of a car meet on Sunday 4 October.
Police were informed that over 50 vehicles had gathered, although following the arrival of officers several vehicles left the scene.
A short time later, police received reports that a number of vehicles had gathered at a different location on the A34, near Stafford.
When police arrived at the location, a car refused to stop.
The vehicle was located and stopped safely thanks to help from the National Police Air Service (NPAS).
A man was arrested and has since been released under investigation while enquiries continue.
Staffordshire Police said: "If you witness this type of activity in your area, please call 999 if there is an immediate risk to life, or danger to road users.
"Illegal racing and excessive speed put not only those involved at risk, but also other motorists and other members of the public."
